I walked along the Marine Parade a few weeks ago & agree it was looking good. There was something new being built on the parade [it looked as though it could possibly be a aquatic skeleton of some kind constructed of wood] How about signage put up on the chain link fence around the construction site included so people can know what it is being built - for this and all future constructions along with the thinking / reasons of appropriateness & its link to Napier.
